  1. Well, shucks, we can't risk that secret Abrams armor possibly being captured on the battlefield. Those special Abrams have to stay safe in America, while other Abrams with the non-secret armor are manufuctured under a new contract, maybe with some cost overruns, maybe some delays. Politicians where new contracts go are very grateful and may vote for stuff the Big Guy wants.

  2. Can you imagine Milley or Austin tolerating a gradualist approach to dinner at a restaurant? Appetizers (Javelins) served at 8:00. Then an hour later a first course, some Humvees, then an hour later, another course, HIMARS, etc. until 4:00 in the morning. And, imagine, some courses, like Abrams, have to be grown from scratch, with a nice fat contract to a farmer, instead of taking a steak out of the freezer, to be served next week? That restaurant would get zero stars.
