@stevenschnepp576 You HAVE to allow the community and outside volunteers to come and assist in natural disasters of this magnitude. I think sometimes people can't comprehend the sheer scale of a disaster like this - there are only so many police, paramedics, fireman ect and they only have so much equipment. There are far more boats in private ownership than there are boats owned by the states rescue services. What authorities should have been doing is coordinating those volunteers.
