Cop knew he was in big trouble, and that is why he asked the clerk a second time, "Did he pay for this?" and "Are you sure?" He desperately wanted the clerk to say "no" so that he could justify his actions later. The officer should have already been fired by now and probably be in jail. But I'm sure he's still on the job...
