I feel horrible for this woman, but this is UNINCORPORTED San Bernardino County, meaning the residents pay far fewer property taxes for commensurately fewer services---including road maintenance, lighting, etc. Same with the wildfires a few years back. People want to live up in the mountains or off the grid need to understand and assume all risks.
