  2. I absolutely believe the family, especially the brother. Fred knew if he said those specific lies he'd get sympathy or at least dodge full responsibility for his cruel disgusting choices. No Fred and Rose were separately horrible people and together became serial killers, torturing, terrible people. Definitely a failure on the part of law enforcement and social services. May all the victims rest in peace and may society learn from this and not allow it.
