I have a homeless guy living in my garage, he uses my electricity and has propane. I take him places he can't go on his bike and have helped him get his identification and now drivers license. He does drink but not every day and not before 3pm when he does and he is a happy drunk. So yes I am appalled and I am doing something.

That was actually cool of the cop that told him where to go. A lot of the cops feel like they're being used by the rich to enforce anti-homelessness. It is a damn shame and studies have been done in other countries showing by just giving basic housing will get most homeless back on their feet. It is a complicated situation but these government brown coats need to have a shred of compassion. The way we treat the less fortunate and the innocent (animals, children) disabled and elderly is a direct link to our societies health and America's health is not good!
