  2. Well the USA did this with our 2016 CDC "recommendations" for doctors prescribing pain medication so the gov could sue drug manufacturers for billions in revenue for the government. They knew how successful the tobacco lawsuit was and saw dollar signs! So many people have committed suicide or gone to illegal drugs or had to say they were addicts when they weren't. Even cancer and other horrible painful conditions not being adequately treated which is torture.
