  1. SIMPLE: This earth has always been run by criminals. One civilization comes to power, dominates. They get greedy, careless. The money runs out and so they are replaced by another criminal enterprise. Look at South America. Plenty of natural resources and hard working people. Only a few people control everything, so the poverty and corruption will be there forever.
