  4. I agree. But if someone has "PTSD-effects" they shouldn't be on the force. The underlying problems of policing are: 1) police unaccountability 2) police brutality 3) over-policing 4) police militarization -- in training, tactics, procedures, equipment 5) inadequate training 6) lack of oversight 7) inadequate policies on use of force. 8) Inadequate procedures on dealing with the public. 9) over deployment of police for problems that should be handled by other agencies 10) police culture of machismo, "us vs them", impunity, & coverup 11) lack of consequences for police violators 12) poor or non-existent sensitivity training. Solve these issues & deaths at the hands of police will drop dramatically.

  10. No, he means that all the killings are not racially motivated, & assigning racism as the cause of all black killings is exaggerating the role of racism. Watch Frontline's "Policing the police" on YouTube. You will see that cops abusing their power are not exclusively white.
