And after the 2014 annexation & the war in Donbas, they became ineligible to join -- since unresolved territorial disputes precluded it from joining per NATO rules. Those facts aside, Russia does not have a veto on the security alliances of its neighbors. If it has a concern for its security, what about the security concerns of its neighbors? And as a nuclear power, it has repeatedly claimed that it can defend itself -- except when it's convenient to use it as an excuse to expand its empire.
