  1. "Europe" was never represented by just one person. And since the UK left the EU this makes even less sense. Keep it as it is. Each country sends its own head of government whoever this might be.

  2. We don't need one. We don't want one. The EU is not a state, therefore you don't need a head of state. Keep it like it is.

Cooperate is areas where cooperation makes sense (economy, trade, regulation, outer border patrol, outer security) and stay local in areas which make sense to stay decentralized as much as possible.
