My ideas would be: 1) More protection for the Rule of Law and Democratical Principles / Bugdet suspension for breaking principles potentially even the possibility of expelling the member. 2) More protection from Corrpution - More Scrutiny and Transparency on Funding, oversight committees and punitive actions in form of Budget suspensions until matters resolved 3) Temporary Suspension of the Right to Veto for members with Problems of point 1 and 2 4) Leaving the EU must be made with 2/3 majority to clearly indicate a wish for leave not this Brexit mess. If you don't like this condition you are free to not join. 5) New Members cannot leave as soon as they change from a taker-nation to a giver-nation. This should prevent Freeloaders only wanting to join the EU to exploit it development funding 6) The EU Parliament should have a right to suggest new laws as well when 50% or more of MEP agree to it 7) A 2nd attempt at an EU Constitution 8) More Public Relations from the EU, the EU needs to take credit where credit is due, people need to see and learn what the EU is doing for them. The achievement and benefits of the EU are a lot of EU citizens not really aware and sometime even local governments take credit belonging to the EU 9) EU-wide Corporate tax minimums without the right to Veto (2/3 majority for change) Where can I send my ideas?

The reason why this Conference need special rights is because members can just Veto it the usual way. This means if you for example want punitive actions for cases of corruption in form of Budget suspensions countries like Hungary or Poland just Veto any changes. Even introducing corruption and anti-democracy oversight committees might prove difficult with some members. Too bad you didn't point out this HUGE problem.
