  2. My idea would be to make a NATO subset alliance. Just friendly european countries so America has no say over the matter and with a slightly changed ruleset to prevent vetos for example by Hungary. But with the same basic functionality: An attack on one is an attack on all. An alliance which may evolve to an european army one day. And an alliance which allows Ukraine to join as a security guarantee.
