I'm not quite sure if this is malice or stupidity. In either cases "external" is wrong because tariffs are payed by the importer meaning American citizens and companies.

He was 4 years in office and done a lot with tarriffs and never asked himself who is collecting this stuff? I find that hard to believe. Is he pretending to not know? Has he forgot? Dementia?

Could also be an attempt to get rid of US customs to make smuggling into the US easier. Imagine all the border and ship controls disappear. It would become a paradise for contraband and drug smuggling.

I would not be surprised if Trump says at one point "well we can get rid of the IRS because now we have the ERS". Or use it cut down the IRS funding even more than the GOP already has in the last 2 years. It is practically in every emergency budget they pass meaning they cut their spending 3 times already to make it easier to get away with tax evasion.

@fraudbuster1456 There are two sides of this and both can be true. And here is even an extra angle. Tariffs are payed by the importer is still true. The additional costs will be included into the price of the product so it is more expensive. Higher price usually means less demand or people look for a cheaper alternative if they really need this. This in turn can make non-imported goods more attractive but only if they really are cheaper. Some companies also increase their price to almost imported prices to simply get more money for the same. This effects the American consumer either way. Now if the demand goes down this effects the foreign exporter. This is why the exporting country will look for goods which are exported by the US and put retaliatory tarrifs on them. And yes these would have to be payed by the foreign customers and put pressure on demand / the US exporter. This however is not effecting the US customer but the US producer / employees / companies. This is called a trade-war. And trade-wars have no winners everybody loses. Now some countries are really cunning with this and put tarrifs only on products which effects only bussinesses of certain politicians who supporting or created the original tariff in the first place. Making sure his voters will be very unhappy and potentially prevent his reelection. And who may impact his personal finances e.g. because he is stockholder or the company is a donor. And finally. There are import/export bans possible. Meaning you cannot even trade the goods affected ... not even for a higher price. This is what Canada is threatening to just cut the power or prevent the export of oil to the US.
