  3. Is this really what Putin wanted? That Americas realignment now makes Europe disconnect from America, rearm itself, potentially makes an European Army? That Europe now expands it's nuclear capability? That Europe becomes more independent and emancipated about itself? That Europe becomes less controllable (via America)? Seems to me this is not really in Putins favor. And also not in Americas favor.

  4. My suggestion would be to make a NATO subset alliance. Only friendly European countries. Same rules except the veto rule (so no single country can block something), same organization, same goals ("An attack on one is an attack on all"), same funding mechanism. This alliance can later be evolved to a European Defense Force. And because it is not directly linked to EU membership can even admit european nations who either not want to or can join the EU or are still in application phase.
