  1.  @amaan8123  The money always comes from central government. Meaning the Tories for the last 11 years. If you were Tory in Westminster and hate education of the masses and Labour in particular would you send funds willingly to a Labour council? Keep one thing in mind: For Tories the normal people should have enough education to be profitable but not one bit more.
