  1. Self-regulation in market economy and capitalism only happens when there are >serious< consequences for some actions. Without it or weak consequences all is just priced in to ignore it.

  2. If you free people of the consequences of their actions things like that always happens because it is immediatly exploited. The best you can hope for in these cases is some sense of morality is holding them back doing this but without even moral constraints horrible things happen. Our own history as a species is full of this.
