  4. Shadow tankers should be controlled for issues. Fine them on issues so hefty that running as a shadow tanker becomes unviable. And if they cannot pay impound the ship. Also: Take a sample of the oil. I'm sure you can chemically prove the oil is coming from russia. If it is confiscate the oil for breaking sanctions.
