  4. Unfortunatly there is a Veto right. Just one member can prevent joining NATO. So happened with Sweden and Finnland under Biden when Hungary vetoed joining NATO for almost a year because Putin asked Orban to block that. But the EU bribed Orban with frozen funding for Hungary to change his mind.
