Actually it's a step up. Every nation in the EU had and still have it's own system of "states" and the "state" we call it Federalism similar to that of the U.S. with differences here and there. What the EU is experimenting on now for 70 years is how to upgrade this in combining multiple systems to an even larger system. And our history between us and the different languages and culture makes this not an easy thing. Especially since we also had the iron curtain for 40 years which not only devided a large city (Berlin) a hole country of people who used to live together and were practically the same culture and origin sometimes even family (Germany) it also divided east and west, different economic systems and different political systems and ideologies. In that view the EU is a remarkable success and a much larger achievement considering the difficulties. Today you drive along the "Autobahn" :) and barely notice you just changed a border (and the most heavily fortified border along the iron curtain within germany is not noticeable at all). You suddenly notice that the traffic signs might have a slightly different color scheme or the language changed but noone wants your passport noone want's you to pay customs you can often pay with the same money you can even decide to live in one land and work in another can freely travel, establish businesses, trade, transport stuff freely it feels like one more and more with every year. That does not mean it's complete or perfect there are still a lot of issues to continue this and the political structure might need an update after so many years since the realities of life within in the EU have far more progressed since it's beginnings. Kurzgesagt* Can you imagine to form a single country between the U.S., Russia and China? Because in a way that's what the EU is trying to do between it's members. *This is BTW the application of this channels name in the german language ... when you realize you wrote too much for anyone to read and try to reformulate an essay ... into a single sentence.
