  1. The problem is actually Mike Johnson and his obediance to Trump. As the Speaker of the House he decides what gets a vote and what not. And he knows some in his party and most of the Democrats would vote for the bill so he is not allowing a vote. Frankly this needs to be changed this power is even stronger than the president. No speaker should be able to obstruct Congress from voting.
