This is to give you an excuse to not care about them and especially to not look for other potential reasons for this (the real reasons). This step prepares the next ones. 2) "Othering" the homeless Telling you they are not like you. So you not care and are willing to allow taking "measures" against them. Basically making you not care and lose any compassion for "them". 3) Devalue the homeless. Further raise the hate against them. Lies about them. Take their freedoms away. Take their rights away. Criminalize them. Concentrate them. This can go much worse depending on how far society already lost it's way.
