The only way to make companies doing things they would rather not do (like maintaining stuff even when it's not profitable at all) are regulations (laws, rules). And equally important is the enforcement of these laws. Someone has to check them and punish them with fees or loss of contract. Only both together works! And here we come back to the core problem in America: Money in politics. Companies will try everything to remove these laws. So they donate to a couple sitting lawmakers in the state legislature to weaken or remove the law and/or weaken or remove the enforcement of the law. So with legal bribes (donations) of maybe 1 mio $, they may be able to spare 10 mio $ in maintenance costs ... good bussiness for them. This is why corruption and money in politics must go ... at all costs. It destroys every progress over time and spreads corruption. And the only way to fight corruption long term is transparency and accountability.

It's happening in the UK too. They also made the mistake of privatizing water and regret it ever since. It's more expensive than before and less reliable and the water quality is also much lower to the point of undrinkable.

If the company for water is privatized they do not receive taxes ... usually. This was the point of privatization in the first place. So taxes can be reduced ... but people have to pay privately instead. And a lot of cases in America and Europe shown that the private price is even higher than the taxes you payed before because companies need to make profits. Nationalized companies can work on cost coverage.

Sometimes it's even worse. The privatized companies get money from the state and/or federal government, but they use it to increase dividends instead.

The word "Fat Cats" [engl. for corrupt people] comes immediatly to mind when watching those two.
