  1. There is a Star Trek Deep Space Nine episode called "Past Tense" which does exactly that. Whole blocks of the city turned into "sanctuary districts" and everyone homeless is dropped there but also criminals, mental health issues. And they build a wall around it and law enforcement on the outside and on the inside to protect the personel. And this episode plays in San Francisco of the year 2024.
