  1. An excuse to fire on civilians. The tunnels probably go under the hole city and even if not Israel can just say there are tunnels. And hit every building on their path with all the civilians in it. Noone can check later if there was a tunnel or not. And maybe just maybe, they only say "Hamas Tunnels" but in reality it's simple sewage pipes.
