Electoral changes are extremly hard to achieve because they require at least 2/3 of the Parliament and sometimes even include constitutional changes. If you as a party manage to get 2/3 of the votes you will be inclined to not change anything because it will cost you votes for sure. And if another party managed to get 2/3 of the votes they will not give this up either. So changes in peace times are extremly unlikely. So the only other option is that all opposition-parties form a pact which has only one goal: Electoral reform. This might be the only viable way meaning the opposition makes a pact to do just this and nothing else allow voters to vote strategical and to allow parties with different ideologies to cooperate because they all get something out of it. There is one country where you might be able to see this in reality next: In the UK. It is closer than ever to doing just that because people are sick to the stomach of the Conservatives and the unfair electoral system. To my knowledge no country ever managed to change it's electronal system without a war or civil war which destroyed the former system allowing to make a new constitution including reform of the electoral system Germany here being an example. I for one can't wait so see if a country ever manages it to achieve this in peacetime. I actually doubt it but I would love to be wrong about this.
