  3.  @Competitive_Antagonist  The money comes back in corporate taxes, income tax of BioNTech employees and potentially by VAT. State finance is a tricky thing and often the money comes back indirectly. The only reason why this somehow doesn't work in the US is tax avoidance and way too low taxes for the wrong people/companies.
