  1. Quite unfair. It's called Income-Tax for a reason - to tax income. If you have losses from your wealth that's your problem of risky or wrong asset management, but it should not be offset your normal income-base. If the US want tax cuts for everyone earning less than 80.000$ per year I have three words for you: Progressive Income Tax starting to hurt at 80.000, Wealth Tax, Inheritance Tax (everything above x must be taxed progressivly) and Financial Market transaction tax to reduce speculation and make the fiancial market create tax income. 90% of people in the US will not notice any of it ... and the last 10% will notice it, but will not end on the streets by it and can continue their wealthy life as it is with maybe just one Tesla per year not 2.
