  3.  C M  It exists especially in the US. Many institutions that are part of the "system" (judiciary, police, companies, education system, local and federal government,...) have a long history of condoning slavery and segregation. They continue to infringe on Black people's rights and livelihoods due to these foundations. Whether the expression is appropriate or not, there's an underlying racism in America and it ends up affecting everyone, White people included. If the police treats Black people so aggressively due to racist biases, they become desensitized to violence and end up being this way with non-Blacks too. It's dehumanization at play.
