  1. Interesting development. Rajoy has put Puigdemont in a headlock. By calling fresh elections he is daring Puigdemont to refuse and appear undemocratic (like a dictator). Puigdemont's response will be ? To declare independence and call for elections to the Independent Parliament of Catalonia. Unionists parties will be able to run and if they win a majority then reverse the declaration of independence. So effectively it becomes a legitimate referendum on independence.

  2. Mister Furious, do you mean by dissolve parliament by Rajoy under article 155 , or by Puigdemont. Both can do it. Rajoy suggested Puigdemont does it as a way out of the crisis. I think you mean IF Puigdemont declares Independence THEN it would be undemocratic because legally it is debatable whether he has that authority. Either way, the key thing is : Puigdemont won't be seen to take orders from Rajoy ; he will act first. Rajoy is walking on eggshells. The EU has told him not to use any more violence. "Spain is planning Civil War" said Merkel's commissioner.That was the warning.

  3. That was my solution ! I said it days ago. There should be an all-party committee from Madrid and the same from Catalonia. They would agree something like the 2006 Statute of Autonomy which was offered agreed upon and then withdrawn (by Rajoy's PP).

  4. Agreed, talks it is. Meanwhile ,while we've been debating, Rajoy has shown his hand :- it's fresh election from which Puigdemont will be banned ! Now we wait for Puigdemont's response......will he play his ace ?

  5. Madrid have said,"We will use a scalpel not an axe" when they impose article 155. What does that mean ? It means Rajoy knows he cannot take control of the Catalan Police (Mossos) He tried on Oct 1st and they said,"No", they are hardly like to have had a change of heart. Rajoy cannot call fresh elections because the Catalan civil service will ignore him. That is why they have to "use a scalpel". they will target Puigdemont and others. Rajoy is a paper tiger. He daren't send in the Civil Guard for obvious reasons ( a scuffle with Mossos comes to blows and someone fires a warning shot : a catastrophe ! ) What is Rajoy's strategy ? Procrastination. He will drag it on and hope foe events to favour him. He is trying to manoeuvre himself into a position where he can make a defeat look like victory. Solution : an all-party committe from the Spanish Assembly begotiates with an all-party delegation from Catalonia. They agree on the 2006 Statute of Autonomy granted (then withdrawn) Catalonia & constitutional reform.
