  2. Governance needs to be taken out of federal hands. New communities designed around natural freshwater networks need to be established with higher authority, elsewise this is just going to keep happening as the broken national electoral system keeps yo-yoing back and forth. When you bring politics down to the local level and make it participatory, then everyone left and right gets on the same page more often.
