Private funding and govn funding of research and development is not the only option. We could have community funded research as well [a UBI would help that, and it also doesn't need to be govn controlled]. State administration concentrates power into the hands of the few just as badly as capitalism does, and then they start working together. Look at what is happening to all that tax-payer funded research now... it is getting handed over to private firms to profit off.
