They don't need to bring him back as he is NOT a legal resident of the US. The SCOTUS has only ruled that the US should not IMPEDE his release in EL SALVADOR. The US does not have to bring him back to the US. However, if he returns, he is to be allowed in so that he can then be deported to a different country.

SCOTUS only ordered that the US not impede Garcia's release in El Salvador. There is no requirement for him to be returned to the US, as he will simply be deported again, but next time to a different location.

The SCOTUS said no such thing in their order. ABC7 needs to get somebody who can READ to report on SCOTUS rulings. The SCOTUS simply said that the US must not impede the RELEASE of Garcia should El Salvador choose to release him. It said nothing about having to return him to the US.
