  1. It was a safety precaution. It kept crime figures down. No wheels means no vehicles. No vehicles means no getaway car. No getaway car means no smash and grabs and no drive by shooti......erm... spearings! Relax, I'm joking! and being biracial, I'm allowed to. Or at least half of me is allowed to. The right half actually, and i was careful to use only my right hand to write this comment. No regrets lol
