Part of the problem is cops are given their orders from above, and are too concerned about the ridiculous labels and losing their jobs to defy them. Another part is that they have to appear to be DOING their jobs, and so they arrest the easiest targets. And part of it is also that they are cowards. They try to placate the actual nuisances by sucking up to them and pretending to be sympathetic to their cause. Keeps them relatively safe and out of bother with their seniors. IE we now have a corrupt biased police force whether they like it or not. And it's no coincidence that this two tier system is also happening in the US, and western culture as a whole.
