They had to respond under request from Kazakh leader under CSTO (Collective Security Treaty Organization) just opposite to NATO (North Atlantic Treaty Organization) to stabilize the situation before it spreads to other neighbours of Russia. Plus they don't want USA the hawk to exploit the situation. Honestly saying they are very vary of trouble maker USA and NATO.
