  2. That is not going to work. New confirmed cases is a lagging indicator unless you do massive testing and contact tracing. By the time your confirmed case is indicating that your healthcare is going to be overwhelmed then it is already to late whatever measure you are going to implement is not going to stop your healthcare system from being overwhelmed at that point.
