@grantcivyt Your doubt is not back by evidence. Yes container ship carry a lot of cargo but to support all that cargo the ship also carry a lot of steel on it's hull to support itself this structural weight cost fuel even if you run the ship empty of cargo. For every ton of cargo the ship can carry there is an associated structural weight that is designed on the ship. This means for light weight cargo then the ratio of structure to cargo mass is higher and the ship consume more oil just to move itself than what is needed to move the cargo. So if you calculate how much oil a single ship without cargo needed to burn to travel from Australia to Japan it is highly likely that the mass of oil consume is more than the mass of oil needed to make plastics.

@grantcivyt I am not talking about cost but the amount of oil burned by the ship compared to the amount of oil needed to produce plastic bags.

@tokyohands The problem is reducing complex problem into generalities. Would you favor of destroying all houses in Japan and replace it with paper farm. How about banning all packaging increasing health risk and spoilage.
