  1. It is very clear he does not know what he is doing otherwise he would have used all his political powers to prevent the arrest from happening. Extradition treaty is not above the countries sovereignity. If an action leads to more harm to a nations citizen then that action should not be taken no matter what agreement or treaties you have with other nations.
