Tibet has no artifact of a nation such as military budgets, foreign diplomacy, and citizen governance. A True Dalai Lamas doesn’t lie for political reasons. In fact a true Dalai Lamas should only preach religion instead of politics.

Not every Chinese speaks Mandarins. Most Han speaks a local dialects. And China are compose of multiple minority that has their own languages. Manchu Empire’s has ceded all territories to Republic of China peacefully. And Tibet was part of Manchu Empire before 1912. This is the reason Tibet doesn’t have independence before 1912. Tibets independence after 1912 was an revolt from China. Tibet independence was not acceptable by China because Tibet was part of China. and Tibet must pass majority of vote from China in order to gain peaceful independence.
