  1. Actually it’s meant to be Americans first, and only if necessary, in America. This is why “We the People” comes above the U.S.A. within the preamble of the Constitution, and why only Citizens (aka native born Citizens), natural born Citizens, and the act naturalization are given inclusion within the Constitution. The rest of the world and its people, and the act of immigration, are intentionally NOT given inclusion within the Constitution!
