Actually, he did. In an announcement that was accidentally sent out shortly after his fascist invasion began. Because of his incompetence, the corruption in the military and the lies he is told by advisors, he actually thought Ukraine would welcome Russia with open arms. He was told by everyone that Ukraine would fall in a day. So he'd prepared an announcement and set it to go out when Ukraine was to have surrendered. Except they did. And it ended up going out anyway. It talked about how Putin's conquest of Ukraine was his FIRST STEP in his expansion west. How he was going to crush and slaughter the European nations one after another in "Russia's unstopped war machine" (because that was when he didn't realize his Generals had been lying to him about the quality of his army). How he was going to crush Europe underfoot so that he could isolate and destroy America and the UK. Yet despite his literally announcing to the world that he's a fascist dictator that wants to conquer the world, you have right wing media (which is largely fascist) claiming he's the victim. That Ukraine attacked Russia and countries like the US should side with Russia and Putin.

@aab4219 Back in 2021, Putin released an "essay" that basically described what I just laid out. Talked about how Ukraine was party of Russia and how they were happy to be reunited, and how it was his first step in global conquest. Blah blah blah. The essay itself wasn't supposed to be released. Well, it was, but only after Russia crushed Ukraine, which they expected to do. And the essay ended up going out regardless and exposing his plans. He talked about how Russians, Ukrainians and Belarusians are all descended from Ancient Rus, which was the largest state in ancient Europe, and he would make it encompass all of Europe. Basically a bunch of ranting from a fascist madman.

@JohnnyCBCS Outlets like FOX, OAN, Newsmax and all the right wing papers owned by Republican billionaires. They knowingly push lies and fascist propaganda. They tell you to ignore the reality before you and believe the propaganda Republicans are pushing. Border crossings are at a record low, and they'd have you believe they're higher than ever. Unemployment is at a record low, and they'd have you believe half the country is out of work. Wages are increasing, and they'd have you believe "Biden's agenda" is cutting worker pay. Inflation is down, and better than all other developed nations, and they want people to believe it's gone up and the US is the ONLY country facing it. In their committee hearing of defamation just recently, Republicans openly admitted that they had absolutely no evidence to support their slanderous claims about Biden and his family taking money from foreign powers. They admitted their investigations proved that Hunter's company only got paid from legitimate companies around the world (as a consulting company does). Their "whistleblowers" admitted they either had no evidence to back up their claims or were literally paid to lie. And yet, shortly after you see right wing outlets like the New York Post (owned by Murdoch) with headlines like "Republicans expose Biden's illegal donations from foreign countries." Something that literally did not happen. The world saw those meetings on LIVE television where Republicans owned up to lying about it all. Yet the right wing fascist propaganda HAS to lie, because that's what they're there for.
