@ToxicAudri True. But even in the past, when kings were the absolute rulers, they had lords beneath them that actually ruled the lands. The king simply set general laws, and left the real ruling up to their underlings. A dictator is always the micromanager.

@ToxicAudri I'm not saying lords were. I'm just saying the difference between kings and dictators is that kings delegate, dictators don't. Kings set general laws, as you say, to get what they want. And they leave most of the policy and running of the land to the lords under them. Dictators set the laws, not only at the top, but they also micromanage laws at the ground level. In North Korea, the dictator sets not just national laws (equivalent of federal laws) but also the district laws (equivalent of state and municipality laws). They don't leave things up to local leaders. I think we're basically arguing semantics. Both are absolute rulers, it's just that they use their power in different ways.

@ToxicAudri True. But the king left running those regions up to them. The king would set sweeping laws for general things, like choosing an official religion, choosing what countries to deal with, who to go to war with, setting up who is allowed to be a citizen or not. But the day to day laws were up to the lords.
