So it would force them to only be able to charge X amount over what they're actually paying for the oil. Which in effect, would drastically reduce gas prices in the US (think the estimate was about a 40% price drop, but I'd have to go double check that). Because while you're right, that it's the oil companies drilling the oil that's setting high prices, which is affecting the world, the gas companies in the US are then sticking massive artificial inflation on their prices on top of that.
