  18. acvarthered  The Federal government is responsible for the defense of the nation and control of immigration is part of national defense, not the states. You could also argue for federal immigration control under the general welfare clause which suggests the federal government would work to the benefit of the nation and not anyone state. Immigrants were coming in from another country which would be a concern of the federal government (which had the duty of maintaining the international borders).
