  1. The American model works well if you let the railroads adjust to market conditions. If the government wants passenger trains, the government pays for them by paying the private railroads a fee. When the U.S. government decided to stop telling the railroads chapter and verse on what to do, the rail companies became financially healthy again. Maybe the British could just spilt their rail network in 2 and form two private companies. Both can then compete against each other with the government paying the rail companies a fee for passenger service. This would allow the passenger network to remain unified.
