The Japanese military had no intention of surrendering. This is well known and just to name one source for this information is the Japanese state broadcaster NHK. They did a documentary on the decision to surrender. Keep in mind Japanese defense industries were mixed among the people. The use of the bomb was to be decided by Harry S. Truman because he would have to answer for any continuing Allied deaths, not the Generals.
