Surfside had a faulty design for the swimming pool which allowed leakage that allowed water to run down the structural supports that were damaged by the combination of salt in the air and moisture. The pool collapsed into the structure which further damaged the supports that may have allowed the building to "twist" and collapse. This sort of thing could happen in any climate, in any place on the globe in the last few billion years of Earth's history.
