Federal programs that put money into landlord's hands is like the student loan program, the pricing just keeps going up. The federal government has to go back into housing which then takes housing from the profit whims of the private market.

@parkyayak My suggestion will have little effect on the private market. My suggestion just caps rents at 25% of income in public housing. A rental is just an investment to a landlord, they are not trying to do a public good, they are trying to make as much money as they can. But housing is critical to social stability and there should be a good supply of affordable housing at reasonable cost. Social stability IS far more important than a return on a landlord's property. Generally I am not keen on the government getting involved in operating services but housing has always been my little bit of Left Winger.

@parkyayak I wasn't as clear as I intended to be in my initial post. I am not suggesting the federal government seize property from others. The federal program should buy land and buildings or build or lease buildings then rent them out. This takes them out of the private market. Clearly, the private market is no longer able to provide low cost affordable housing. This leaves it to the government or private organizations to fill the need.
