I do not think neighborhoods were targeted but there clearly has been a failure to fill in the market gaps created when food stores decided to go mega size and moved out to the suburbs. By me a few small stores did bring in a few fruits or vegetables but the attempt is half hearted at best. This may also be a reflection of a population that is uneducated in nutrition and ignore dietary practice,

@Matrix2458 I doubt it is racism and there is certainly no reason blacks can not form their own food delivery systems. Depending on government has been bred into too many people but food stores are not a priority to many government types. A lot of people think they deserve a lot of stuff but it should be seen more as what they earn and there is no reason blacks, the poor and others can not do more on their own. This is actually how things worked until too many people got trained into thinking the government is the cure for everything. Now this doesn't mean as a last resort the government can not offer some financing to help start ups for community food stores.

@Matrix2458 Many have boot strapped themselves and it was done for over a century and half in America. Black immigrants in America have done remarkedly well, it's the domestics that seem to have all the problems. None the less, this is an opportunity for blacks to start businesses and develop wealth. It's not easy, it's a lot of work. But it can be done. But you need people who think it can be done and not people who talk about forced labor camps.
